Laser Digital, the digital asset division backed by Japan’s Nomura Holdings, has recently applied to the US Office of the Comptroller of the Currency (OCC) for a National Trust Bank charter. This move highlights how traditional financial institutions are leveraging regulatory pathways to deepen their engagement with the crypto asset market.
If approved, Laser Digital will be able to offer crypto asset custody and related financial services nationwide under the US federal regulatory framework, eliminating the need to secure licenses in each state. This trust bank structure excludes retail deposit-taking and instead focuses on asset custody and essential financial services.
Reports indicate that Laser Digital also plans to provide spot crypto trading services once licensed. This means its business will expand beyond custodial services to encompass a more complete trading and asset management platform.
The US regulatory environment has recently become more receptive to crypto and fintech companies, prompting several native crypto firms to seek national trust bank charters and bring trading, custody, and settlement operations under federal oversight.
The OCC typically issues national trust bank charters on a “conditional approval” basis. Applicants must first satisfy requirements for capital structure, corporate governance, and compliance frameworks before commencing operations. Firms such as Circle, Ripple, BitGo, Fidelity Digital Assets, and Paxos have already received conditional approvals and are progressively moving into federally regulated operations.
